Bob,

If you are asking about the IMF rig, throw the tension gauge overboard.

The shrouds should be tightened by hand at the dock or mooring in a calm
with both sails furled.

The forestay tension should be set when sailing using the tensioner between
the backstays.  Fully tighten when close hauled and lighten up as you sail
more broadly.
