My 2 cents is to avoid brakes if you can for the same reasons Dave cited.  For short haul trips as yours, I'd skip.  Virginia has a similar requirement, but has no inspection for trailers so there is not a good way for them to enforce it.  I've been told if you get in a wreck, they might cite you for improper equipment.  My plan for that is not to get in a wreck.  I'm not advocating not following the law, but if it was me, I'd skip the brakes.  Might check to see how NY does its enforcement. - rob
