Rick,

My gas tank and fuel line were new in 2015, the motor is old, but with a new
carburetor last summer.  I have been adding a stabilizer to the gas but
apparently it is not doing the job.  Which stabilizer do you use/recommend?

You don't have to avoid ethanol if your tank and fuel line are clean and not
antiquated.  $75 will replace both.  If you have a bowl carburetor and use
your outboard less than once a week, add an ethanol compliant stabilizer to
the gas.
