If the attached image from QC Supply is what you are talking about; then, it’s the wrong sheave.  This was the only similar pulley sheave on their website.

The bore size on the hole on this pulley is 7/32” ID.  My Rhodes 22 is put away for the winter.  So, I can’t measure the bore size on the sheaves on my traveler car.  However, 7/32” ID would be an appropriate, slip fit, bore size for a 3/16” OD shaft.  That sounds like kind of a small shaft size for the sort of loads the Rhodes 22 traveler car carries.  However, it looks like you could drill it out to pretty much whatever you wanted, assuming you have a drill press.

However, there is a bigger issue.  The groove on this sheave was designed for 1/8” OD rope, not 1” OD tubing.  That’s a pretty big mismatch.  Unless you remachined the groove, I doubt this sheave would stay on the traveler bar under load.  It certainly wouldn’t roll freely under load.

I found them at  Qcsupply.com 7/8 dia is what I used  .61 cents
