Graham, history on the list claims the older boats were lighter. I think they started out at around 2,200 lbs. The trailers I think range from 700-900 lbs, You should be fine with a 3500 lb. rating.
How strict is your local constabulary? What are the Canadian laws like for personal towing?  Things only you would know. I say go for it. The tow rating by the auto companies are normally light, just to cover their liability in court.
