Jesse,
A Bell+Howell LED Tac Lite works great! it is 360 degrees meets the 2 NM
requirement, 4 AA batteries (plenty to keep the LEDs lite for several nights
and has a hook on the bottom so you can hang it on a halyard and run it up
the mast (tie off to deck cleat so it doesn't clang the mast). 20 bucks and
you're done!
