Hi Allyn:
Your arrangement certainly looks different from mine but my boat is a 1976 and all this might have changed. Nevertheless, the hose shown is very large reingorces drainage hose and would be very stiff especially over such a short distance. It looks like it would be about 1 1/4" diameter. It is not clear what it is connected to. In my case the tube goes over the barb of a thru hull that is attached to the aft end of the housing cap. Because it is a standard size thru hull (I think it is 3/4" but can't be sure) a piece of reinforced clear tubing fits perfectly. The tubing is very flexible and I have no problem fitting it onto the barb with the line inside. You might need to replace what is there with a proper thru hull fitting. 

As for getting access to the hose clamp at the other end, as I recall, I needed to drill a hole in the covering fiber glass so that I could tighten and release the hose clamp. Mind you I also replaced the thru hull at that point as well and removing some fiberglass was necessary to get access to the thru hull nut.

As I said, there are two layers of tubes, and these are *very* stiff. I've raised the tube as high as it can go, so when I raise it further, the fiberglass cabin threshold raises up. I'm concerned about breaking fiberglass past this point. Goodness, I'll grab some of the cheap hose and give that a shot - I'll simply cut the old tube off with a knife.

** I do have one question - there is a clamp at the top of the tube, and it is surrounded by fiberglass. There is no way of getting a screwdriver or nut driver in there apart from cutting out more fiberglass as far as I can tell. Is there any other option?

It's rained a lot this week. I drained 10 gallons out of the boat last week, and I'd say there is at least another gallon in it. I have 4 tubes of the 3M 4200 sealant - maybe I can get some of this resolved over the weekend.

Mine is a section of water hose between two through-hulls. The line runs through it and also the cockpit seat water drains into the centerboard trunk.  The problem when i got my boat was someone had cut the hose too short and it was leaking into the cabin.  (32 + points of water ingress.)
Water hoses are all the wrong size for the through hulls.  I found a best fit from dollar general cheap 1/2” hose. I heated it with a heat gun and managed to slip it all together with butyl rubber sealant on the barbs.
The trick is getting the line through the hose while bending it enough to get it on the through hull barbs.  A heat gun is needed to soften the hose but keep the line moving inside so it doesnt melt.
