Unsure how to remove “hose” for centerboard line

Hi Allyn:
Your arrangement certainly looks different from mine but my boat is a 1976 and all this might have changed. Nevertheless, the hose shown is very large reingorces drainage hose and would be very stiff especially over such a short distance. It looks like it would be about 1 1/4" diameter. It is not clear what it is connected to. In my case the tube goes over the barb of a thru hull that is attached to the aft end of the housing cap. Because it is a standard size thru hull (I think it is 3/4" but can't be sure) a piece of reinforced clear tubing fits perfectly. The tubing is very flexible and I have no problem fitting it onto the barb with the line inside. You might need to replace what is there with a proper thru hull fitting. 

As for getting access to the hose clamp at the other end, as I recall, I needed to drill a hole in the covering fiber glass so that I could tighten and release the hose clamp. Mind you I also replaced the thru hull at that point as well and removing some fiberglass was necessary to get access to the thru hull nut.
