The CB cap of the Rhodes 22 is in my opinion the weakest link of a great boat. I had to replace mine twice.
The first time, when I inherited the boat from my dad in 2013 - it  had leaky crack in the cap due to the CB hitting it from underneath.
The 2nd time when I launched the boat with the pendant loose ( by mistake)  - the CB swung down off the trailer and hit the bottom of the ramp causing the CB to push through the cap in a catastrophic event.
Those two hoses did nothing to prevent the catastrophic breakage, but they would ‘help’ in other circumstances where  the CB might be pushing against the cap.
You  can use    a piece of garden hose, cut to length.
I would recommend you install them.
